Program Outcomes Assessment Summary Reports

Every program at WITC has a plan as to how the skills and knowledge needed to master each program outcome is delivered and how each student is assessed. In 2008, the Wisconsin Technical College System (WTCS) implemented the Technical Skills Attainment (TSA) initiative to align and assess program outcomes across the system.

The TSA process is completed in three phases:

Phase 1: Colleges with the same program collaborate to identify common core program outcomes and the assessment strategy used for each. For programs unique to a college, the college identifies the program outcomes and the assessment strategy used for each.

Phase 2: Local college programs complete documentation linking outcomes to program courses; outlining how students will achieve the program outcomes; describing how students are informed of assessment format, conditions, criteria; and how students receive feedback.

Phase 3: Local college programs follow the assessment plan outlined in Phase 2 and submit student assessment results to the System Office through client reporting.

In an effort of continuous improvement, all programs participate in the Academic Program Review process. Technical diploma programs embedded in associate degree programs are reviewed together. New programs are given time to establish themselves prior to conducting a program review. The process is completed in a multi-year cycle beginning with a self-study and continuing with implementation of actions in their improvement plan. As part of this process, the review teams analyze student learning assessment processes and student achievement. No programs are scheduled to start the Academic Program Review process in 2016 as the AQIP Assessment project, examining the connection of all assessment processes, is implemented.
